I've been arguing for years that a sensible measure would be for the successful passage of a law, it must be read aloud in the chamber, in total, before a quorum.
The first version is a much better idea than the second. One can read something in detail, understand the details, and still not be able to produce it completely from memory.
Moreover, neither version of this amendment would demonstrate anything resembling comprehension of the relevant law.
