Gliese 581 c has the right temperature (we think) and is only a little hefty. (I'm sure the noted fraud Kevin Trudeau is willing to help with the latter.)
I haven't been able to find anything about why they seem to be assuming that it is not tidally locked. I was under the impression that SETI was rulling out red dwarfs because the CHZ would be in so close, planets would be likely to be locked in. If red dwarfs can have earthlike planets, that could REALLY make them abundant (red dwarfs are one of the more common star types, aren't they?)
